''Rent Control,'' which tells of the desperate lengths Leonard will go to in his search for an apartment, is a genially uneven Manhattan comedy whose heart is a lot nastier than the movie can ever admit openly. The film, which opens today at the Waverly Theater, was made entirely in New York on a shoestring by Gian Polidoro, the Italian director (''To Bed or Not to Bed''), and written by him (under the name of John Menegold) and Sherill Tippins.
