Future Star Trek: The Next Generation star Brent Spiner probably doesn't include Rent Control on his current resume. Spiner plays a super-neurotic writer who goes to great and absurd lengths to win back his ex-wife. Elizabeth Stack, daughter of Robert, is the lady in question. Rent Control wants to be a Woody Allen movie, but director Gian L. Polidaro is not in the same angst-ridden league as Allen. ''Rent Control,'' which tells of the desperate lengths Leonard will go to in his search for an apartment, is a genially uneven Manhattan comedy whose heart is a lot nastier than the movie can ever admit openly. The film, which opens today at the Waverly Theater, was made entirely in New York on a shoestring by Gian Polidoro, the Italian director (''To Bed or Not to Bed''), and written by him (under the name of John Menegold) and Sherill Tippins.
